HIV Self-Screening among Truckers in India

Voluntary Counselling &Testing at workplace (VCT@Work) is a global campaign to increase voluntary counselling and testing of HIV among formal and informal workers. In India, it was jointly launched by ILO, Ministry of Labour and Employment and NACO. The VCT@Work Initiative emphasizes on the importance of VCT as a gateway to treatment and highlighting the role of employment in contributing to treatment adherence.

TCI Foundation in collaboration with International Labour Organization (ILO) was instrumental to implement HIV Screening and Testing in India which aims to reach out the truck Drivers, helpers and allied population with HIV & TB screening services using voluntary counselling and testing (VCT) and self-testing.

This project was implemented in two phases; the first phase was implemented from 1st of September to 30th November 2021, and Second phase from 1st of February to 31st May 2022.

COVID-19 pandemic had created an unprecedented situation for vulnerable groups including truck drivers and their helpers to access necessary HIV and TB services. This project was a value addition to those population who were unaware of their HIV status or tested a long back.

Achievements

The project was aimed to implement with two prong approach: prevention and investigation. The reactive cases were referred to the government system for confirmation and to involve them under national schemes of the government.

40,957 targeted mobile population of truckers, migrants and allied were covered by well qualified health educators appointed in the project by TCI Foundation.
14,862 truckers who were not aware of their HIV status and were never tested, came to know their status under VCT@Work initiative of ILO. They were also infused with information, education through communication on STI & HIV prevention and control using various tools and techniques approved by NACO.
56 reactive cases were found during VCT@Work testing. It was a breakthrough that majority of these reactive cases were found among those truckers who never tested for HIV as they were plying specialized vehicles on highways those are not allowed to transport nagars and thus never covered by Khushi Clinics across the country.
35 reactive cases were confirmed for HIV+ by the government ICTCs in respective states.
24 confirmed cases were linked with ART centres of the respective state governments to avail free medicines. They shall be linked with various government schemes under PLHIV.

Impact

The pilot project on national highway truckers HIV testing under Know Your Status and VCT@Work was a breakthrough to think upon to introduce a policy by the government to cover those truckers in the country who were never covered under National AIDS Elimination programme for truckers.
